School History
Paul W. Horn Elementary School has served as a cornerstone of the Bellaire, Texas community for over seven decades. Established in 1949, the school has undergone significant transformations in both structure and academic philosophy while maintaining a steadfast commitment to excellence in education.
The school was named in honor of Paul Whitfield Horn, a prominent figure in Texas education. Horn served as superintendent of Houston Public Schools from 1906 to 1923 and later became president of Texas Tech University. The school opened its doors with just nine teachers and approximately 275 students. Under the leadership of its first principal, Zemma Womack, Horn Elementary quickly became a vital educational institution for families in the growing Bellaire area.
The 1950s marked a period of significant growth for both the school and the city of Bellaire. As the population boomed, Horn Elementary played an essential role in meeting the educational needs of the expanding community. By 1955, the school celebrated its first cohort of students who had completed all six years at the campus, a milestone that underscored its stability and success during a time of rapid development.
In 1982, Horn Elementary embraced a new educational vision by becoming a magnet school. The transformation introduced a holistic curriculum designed to foster the development of the "whole child." The magnet program offered students unique learning experiences in art, communications, computers, life sports, and science. In addition to these specialized tracks, the school launched a Neighborhood Vanguard program to support gifted and talented students, further enhancing its academic offerings.
After more than 60 years in its original facility, Horn Elementary underwent a major rebuild as part of the 2007 Houston Independent School District bond program. In 2011, the school opened a new, modern 85,500-square-foot, two-story campus located at 4530 Holly Street. The new facility was designed with sustainability in mind, featuring energy- and water-efficient systems, bioswales for water drainage, recycled materials, and community-conscious architectural elements. The campus achieved LEED certification in 2013 and was officially dedicated in March 2012 by HISD leadership, who praised its design and environmental impact.
Today, Paul W. Horn Elementary School continues to serve students from Pre-K through fifth grade, and although it is not a magnet school any longer, it still offers the same learning experiences and many more, which has given the school a strong academic reputation. It remains a prominent and respected institution within Bellaire, known for its innovative curriculum, dedicated faculty, and sustainable infrastructure. Horn Elementary stands as a testament to the power of forward-thinking education and community involvement, embodying the legacy of its namesake while preparing students for the future.

Paul Whitfield Horn (1870-1932)

After moving to Texas in 1892, Paul W. Horn was principal at various schools and superintendent of several school districts. He became the superintendent of Houston schools in 1904. Houston schools achieved national recognitions under his supervision as the superintendent. He introduced the Junior High Schools (now called Middle Schools) plan. In 1910, he became the president of Texas State Teachers Association, later becoming the vice president of the National Teacher Association. Paul Horn was awarded three doctorates from Baylor University, Southwestern University, and Central College in 1917. After heading the American School Foundation in Mexico City for one year, he returned to Texas to become president of Southwestern University in 1922. In 1925, he became the first president of Texas Technological College, now known as Texas Tech University in Lubbock, Texas. Horn served as president at Tech until his death in 1932.
